RC Allen 24 volt AC voltage power inverter for 12 volt DC aircraft systems. Part #23-1100-4A. This converter outputs 400 Hz 28 volt AC power, rated at 10 VA, presumably to spin the gyro on a remote compass. The unit seems to operate just fine, as you can see my multimeter reads a solid 28 VAC with a 14 VDC input. Contact for additional information.
