After having taken each individual into its powerful hands, and having molded him as it pleases, the Totalitarian state extends its arms over the entire society covering it with a network of complicated rules, through which the most original minds and the most energetic characters cannot penetrate. It compresses, enervates, extinguishes, and stupefies a people, till that nation is nothing better than a flock of timid and industrious animals, of which the government is the shepherd.
